CROW AGENCY - The Little Big Horn Casino was built in the mid-1970s as a hotel and later became a casino. Over the years it no longer meets the structural regulations of the federal government. Therefore, the National Indian Gaming Commission has given the tribe until November 1 to replace the building with a new one.

This will be a difficult task because the Crow Agency must also pay a $400,000 debt to the IRS to continue operating on the Crow Reservation.

Crow Chairman Cedric Black Eagle said Wednesday that the tribal executives are working to solve the structural and financial issues of the casino. 'And it can't be rehabilitated to meet those requirements,' he said.

The Shakopee Mdewakanton Sioux Community of Prior Lake, Minn., has agreed to give the Crow Tribe a $1 million grant and a $2.5 million loan for the casino project.

The money would pay for the first phase of construction. The plan is to build a new casino with a new gaming floor, state-of-the-art ventilation, new slot machines, and special areas for poker and bingo. It would also improve the food-service area.

A later phase would build a 100-room hotel, a convention center with meeting rooms and an RV park.

Black Eagle said construction will begin on the new casino when the funding is in place.
